２ 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当し ない者であること。なお、未成年者、被保佐 人又は被補助人であって、契約締結のために 必要な同意を得ている者は、同条中、特別の 理由がある場合に該当する。

(6) Qualifications for participating in the tendering procedures: Suppliers eli-gible for participating in the proposed tender are those who shall:
Cab-inet Order concerning the Budget, Audit-ing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the cons-ent necessary for concluding a contract may be applicable under cases of special reasons within the said clause;
② not come under Article 71 of the Cab-inet Order concerning the Budget, Audit-ing and Accounting;
③ have Grade A ,B or C in terms of the qualifications for participating in ten-ders of the "Sales of products" or "Man-ufactures of products" by the Board of Audit(Single qualification for every mi-nistry and agency)in Kanto-Koushin'etsu area in the fiscal year 2016, 2017 and 2 018;
